Project Development in Togo

 

Power:On provided support to a consortium preparing an offer for a minigrid tender managed by Togo’s Rural Electrification Agency (AT2ER) and the Ministry of Energy

We carried out field visits in representative sample of 50 villages to assess electricity demand of over 300 villages to be electrified all across Togo. We then performed a statistical analysis to extrapolate our findings and produce detailed demand assessment and growth forecasts for all of the villages targeted by the tender. Our analysis was backed up by a broader macro analysis of Togo’s economy, an exhaustive satellite analysis of all villages and by our in-depth expertise of minigrids KPIs.

We also prepared a note on 3 measures of women vulnerability in the regions targeted by the tender. We recommended such a note because we know that gender equality must be actively promoted in this kind of project. When a gender neutral approach is preferred, the benefits indeed turn out to be mostly captured by men. To ensure electricity access brings social progress and equal opportunity to all; it is important to address such challenges right from the project design phase. Moreover, women often are the best entrepreneurs in town! Not making sure they take advantage of the full benefits of electricity would be bad business. Developers and operators need to make sure they are not left behind.

In addition to these analyses, we provided a detailed outline of a demand stimulation program to be implemented by the consortium during the project implementation phase. This program was derived from the strategy applied to our own projects, and adapted to each region’s specific characteristics outlined by the findings of our extensive study.
